Through a sub-contract with WSP, Brad Prince was the Vancouver Fraser Port Authority’s Project Manager for the development, permitting, and procurement of the proposed Centerm Expansion Project and South Shore Access Project. These projects, with a combined value of more than $500 Million, would increase container throughput at DP World’s Centerm Terminal by 67 percent and provide significant enhancements to the adjacent port road infrastructure. The projects involve extending the existing caisson berth, creating additional land in the harbour, expanding the Container Yard and Intermodal Yard, modernizing the terminal gate infrastructure, re-purposing the existing Ballantyne Cruise Ship Terminal building into a new office administration building, replacing the Heatley Avenue Overpass with a new 580 m long road/rail grade-separation structure, and new terminal operation systems and equipment. Brad oversaw the work of the design, environmental, and communications consultants; coordinated with dozens of port authority and DP World staff; and consulted with the various project stakeholders. Brad was instrumental in developing the project within the social, economic, and environmental guidelines; establishing the project implementation and procurement strategy with consideration of project constraints, construction staging requirements, and project risks; obtaining project permits; and procurement of the Design Build Contractor. In September 2018, Brad’s duties were handed over to internal VFPA staff for the Detailed Design and Construction Phase.
