Brad Prince acted as the City of Vancouver’s Owner’s Engineer for this $37 Million road-rail grade separation and realignment of Powell Street to enhance rail service to the port area along the south shore of the Burrard Inlet. The project included an overpass bridge, retaining walls up to 9 m high, road relocations, building demolitions and modifications, and utility relocations. Brad was responsible for project development, including the creation of a reference design concept that satisfies a variety of stakeholder requirements (multiple funding partners, three rail companies, and a dozen businesses).
Brad developed the technical specifications for Design-Build delivery; oversaw permitting; evaluated Design-Build proposals; reviewed the Design-Build Contractor’s design submissions; oversaw administration of the Design-Build contract including technical reviews; and provided oversight for building modifications design, tender, and construction.
